An outcast is someone who is rejected or 'cast out', as from home or society, or in some way excluded, looked down upon, or ignored.



Will changing of environment helps the outcast to be normal, accepted or be included in a new circle?

I believe that mentality comes to play. Of course depends to the context and severity of someone being the outcast. If it is the behaviour or character of a person which causes him to be an outcast, that could be change.
